Army, DENR, and Moises Padilla LGU distributes 25 land titles to farmers

MOISES PADILLA, NEGROS OCCIDENTAL— A total of 25 land titles were distributed to farmer beneficiaries in Moises Padilla town in Negros Occidental last October 15.

The Alpha Company of the 11th Infantry (Lapu-Lapu) Battalion facilitated the “Handog Titulo Program” of the Department of Environment and Natural Resources (DENR).

The barangays of Quinten Remo and Macagahay received the land titles distributed to them by Lapu-Lapu troopers led by 1Lt. Von Ryan Gomez, in collaboration with the Moises Padilla Municipal Vice Mayor Cepriano Remo and the representatives from the DENR headed by Ms. Susan Fernandez.

Vice Mayor Remo, in his message, stressed that through the united effort of the government agencies “the needs issues and concerns of the people were addressed especially those in the hinterland barangays”.

He thanked the people behind the success of this program and urged the residents to do their part in helping this municipality towards greater productivity and  sustained  development.

For her part, Fernandez extended her gratitude to the 11IB for exerting extra effort in engaging the different stakeholders in the area that contributed to the accomplishment of the program.

11IB Commander: Youth plays a vital role in the community

NEGROS—An army commander in Negros underscores the youth having a vital role in the community and community-building.

Lt. Col. Ramil Bitong, 11IB Commander, emphasized that the youth has to live up with the saying that they are the ‘hope of this nation’.

This was his message following the successful conduct of the four-day Youth Leadership Summit (YLS) last October 29.

A total of 121 youths from the different barangays of Canlaon City and the Municipality of Moises Padilla graduated from the simultaneous four-day YLS.

In Canlaon City a total of 65 participants from barangays Panubigan, Pula, Binalbagan and Mabigo completed the said training at Jose Cardenas Memorial High School. Their graduation was witnessed by local government officials.

In Moises Padilla, 60 participants from Barangay Quintin Remo, Moises Padilla completed the training at Moises Padilla Elementary School. In the cultural show, the different groups presented interpretative dance of the songs Bayanihan and Magkaisa which touched the guests and audience with the creative and meaningful expression of the theme: Peace and Unity for Progress.

Local government officials who were impressed of the results have expressed interests to sustain the program to cover the most number of youth in their respective community.

“The youth should realize the implications of their actions and decisions to themselves and the community now and in the future,’ Lt. Col. Bitong said.

He also lauded the active and generous support of the local government units for programs that aim to realize the full potential of the youth.

These are all part of the series of YLS facilitated by the 11th Infantry (Lapu-Lapu) Battalion and in partnership with the local government units (LGUs).

The primary goal of YLS is to develop the youth into responsible members of the community.

YLS emphasizes values formation to make the youth morally and spiritually upright; personality development through leadership skills development, team building and role playing through exposures in various exercises and group activities; and, social awareness to insulate the youth from destructive vices, lawless elements, and deceptive scheming from some sectors.  (by: 1LT VON RYAN GOMEZ)

4th YLS of 11IB: A Big Challenge

HIMAMAYLAN CITY, NEGROS OCCIDENTALOfficers and men of the 11th Infantry (11IB) Battalion considers their upcoming youth leadership summit a ‘big’ challenge as they will be handling children in conflict with the law.

Civil Military Officer (CMO) 1LT Von Ryan Gomez  said it will be their ‘first time’ to handle this group of individuals.

But he emphasized that as part of their aim to help transform the youth, they are up to the challenge.

The four-day YLS will be on October 19-21 at the convention center in barangay Sarait, Himamaylan, Negros Occidental.

This is in partnership with the City Social Welfare and Development Office of Himamaylan.

The YLS will be spearheaded by 11IB’s Charlie Company headed by 1LT Danilo Motoc.

The YLS aims to transform and empower the youth in fulfilling their roles towards building a morally and spiritual upright society.

A sense of fulfillment.

That was how Lieutenant Von Ryan Gomez described his experience with the pupils of Binobohan Elementary School during their “Lakbay Aral” on Tuesday.

At least 61 elementary pupils got the chance to tour around the different establishments in Guihulngan City, Negros Oriental.

Lt Gomez cited that this was the first time that these kids have gone to such places.

With most of them having lived their lives in the hinterlands of Guihulngan, seeing the sights in the city overwhelmed them.

“Nilapitan ako nung isang teacher at sinabi niya sa akin na kung sana nasa lugar ako ng mga bata, mararamdaman ko talaga kung gaano sila kasaya (One of their teachers approached and told me that if I was in the shoes of these kids, most likely I would also feel the happiness they’re feeling),” Gomez said.

Gomez together with other soldiers accompanied the kids to different establishments.

Onboard the Guihulngan City Bus, the group proceeded to Dumaguete City.

They first dropped by at McDonalds where they took their snacks. This was sponsored by the Negros Oriental High School Batch ’94 and ’95 headed by Ms. Jennifer Villan and Ms. Aidaline Arabe.

The pupils were all elated as all of them claimed that it was their first time to dine- in at one of the most famous fast food chains in the country.

The group then visited the historic BelFry Tower and Dumaguete Cathedral. Then they toured around the downtown area of the city where most of them were fascinated as they saw different commercial and school buildings.

The group’s next stop was at the Sidlakang Negros Village. The pupils were amazed as they roamed around the various replica houses which represented the different cities and municipalities of Negros Oriental.

They then took a glimpse at the sports complex of the city.

Afterwards, the group ate their lunch at Eco-Kalan Beach Resort and then proceeded to the Robinson’s Place.

The pupils were yet met with another surprise when they were given school bags and supplies and treated with snacks at Jollibee.

The participants were safely brought back to Brgy Binobohan after a ‘traditional boodle fight’ at the battalion’s headquarters in Brgy Mckinley, Guihulngan City.

Lt Col Ramil M Bitong, 11th IB Commanding Officer, said that the activity was made possible through Mrs. Baby Jambora, head of the ONCAN (Oriental Negro Childrens Advocacy Network) organization in Dumaguete, Negros Oriental High School Batch ’94 and ’95, Mayor Ernesto Reyes of Guihulngan City and Mrs. Eliuteria Baquilta of the Department of Education Division of Guihulngan City.

He also said that the Philippine Army will continue initiating programs that will benefit the youth and the entire community.

The students, parents, teachers and Barangay Officials expressed their appreciation to the battalion and the Philippine Army for initiating the activity.

The activity dubbed “Bayanihan Para sa Kabataan, Lakbay Aral Para sa Karunungan” is the third (3rd) Lakbay- Aral initiated by 11IB and the first partnership with ONCAN.

The first was last 28 May 2011 with the 10 Lapulapu Educational Assistance Program (LEAP) scholars as the beneficiaries and the second was last 24 June with Brgy. Mabunga Elementary School as beneficiaries.

The first two were successfully held in partnership with Dumaguete Press Club.

The activity was aimed to widen the horizon of school children, and help them create a positive outlook in life by exposing them to other people, places and events/ activities outside their communities.

Furthermore, it aimed to strengthen the AFP’s partnership with the different peace and security stakeholders in the province. The educational tour was also participated in by parents and teachers of the said school which is located in Brgy Binobohan, Guihulngan City.

Jimalalud, Negros Oriental—  Local leaders from all over 1st District of Negros Oriental recently converged in the Little Big Town of Jimalalud to light candles for peace.

Last September 17, Hon. Cong. Jocelyn S. Limkaichong, Representative of 1st District, joined Provincial Board Member Hon. Liland B Estacion; Jimalalud Mayor Hon. Reynaldo V. Tuanda; Tayasan Mayor Hon. Santiago B. Sameon; Bindoy Mayor Hon. Valente D Yap; Guihulngan Mayor Hon. Ernesto A. Reyes; Vallehermoso Mayor Hon. Joniper T. Villegas and Vice Mayor Hon. Marian Gustillo; and La Libertad Vice-Mayor Hon. Manuel L. Iway, and other local chief executives, Non- Government Organizations, Civil Society Organizations, local residents and other stakeholders during the Candle- Lighting ceremony.

The activity was aimed to promote peace in the community by supporting the resumption of the peace talks between the government and the National Democratic Front (NDF) in Norway next month.

End violence now

In her message during the ceremony, Limkaichong urged all Local Government officials to work hand in hand to put an end to violence that has plagued the province for a long time.

She also encouraged the local chief executives (LCEs) to exemplify true leadership to their constituents, and expressed her appreciation to the participants who made the activity successful and meaningful.

The activity began with a Holy Mass officiated by Rev. Fr. Ramonito S. Torres and was followed by the simultaneous lighting of candles.

The participants gathered at the center of the municipal covered court and formed the popular icon of peace. Participants in the inner circle lighted their candles first and passed on the light to the persons behind them until it reached the last person.

The passing of light symbolized the people reaching out to each other seeking and giving peace. The activity concluded with all participants singing the “Ang Bayan Ko”.

Fr Torres set the tone by expressing his appreciation for the initiative and exhorting everyone to work hard for peace.

Mayor Villegas in his message likened the lighting and passing of lights to local leaders reaching out and promoting peace among their constituents.

Mayor Sameon and Yap encouraged the people to support peace efforts in their municipalities and in the entire district.

Mayor Tuanda on the other hand said that peace can also be achieved if the local officials take the first step in bringing peace and prosperity to the community.

He also urged everyone to set aside violence and join efforts in winning the peace.

Joint effort

The ceremony was a joint effort of the Local Government Unit of Jimalalud led by Tuanda, and Bravo Company of 11th IB under 1LT SHERWIN LAGASCA. It was also participated in by Col. Francisco Patrimonio, the Commander of 302nd Brigade and his deputy, Col Christopher C Estella, 302nd Deputy Brigade Commander; Lt. Col. Ramil M. 11IB soldiers clashes with suspected NPA arsonists

Himamaylan City, Negros Oriental. –The 11th Infantry (Lapu-Lapu) Battalion of the Philippine Army recently clashed with suspected members of the New People’s Army (NPA).

The soldiers led by Cpl Edval L Pendon were conducting security patrol in the area when they were fired upon by undetermined number of rebels at about 3 O’clock in the morning on November 28 at Sitio Tara, Brgy Carabalan, Himamaylan City, Negros Oriental.

The firefight lasted for about two (2) minutes. Recovered in the site were a homemade shotgun and a caliber.45 pistol loaded with 7 live ammunition.

The said group is believed to be behind the series of arson incidents in the said city.

Several hectares of sugarcane and a ten-wheeler truck were torched by rebels during the last two weeks. The cost of damaged properties is yet to be determined by authorities.

Lt Col Ramil M Bitong, the 11th IB Commander, said that the recent encounter proved that the rebels in Himamaylan City no longer enjoy the support of the residents.

“The New People’s Army has already lost its relevance among the people. What the people need is genuine peace, security and development and not the culture of violence that the rebels are espousing”, Col Bitong said. (By: 1LT Von Ryan T Gomez)

11IB turns 40

ImageGuihulngan City, NOR. The Philippine Army’s primary peacemaker in Central Negros celebrated its 40th Year Founding Anniversary last November 26 at its headquarters in Brgy. Mckinley in this city.

The 11th Infantry Battalion, capped its week- long anniversary celebration with an awarding ceremony for various individuals, civil society organizations and agencies who made significant contributions to its internal peace and security efforts in Central Negros.

This year’s theme- ‘11th IB Troopers Noon at Ngayon: Tapat na Paglilingkod at Bayanihan para sa Sambayanan” captures the essence of the battalion’s four decades of selfless service to the Filipino People and the entire country.

Col. Alex Capena, Inspector General of the 3rd Infantry Division was the unit’s Guest of Honor and Speaker.

During the ceremony, Plaques of Recognition were awarded to the following for their “continuous support  and invaluable contribution to the Internal Peace and Security  Operation of the Philippine Army and AFP”: Hon. Jocelyn S. Limkaichong, Representative 1st District Negros Oriental represented by Hon. Lawrence Limkaichong, Mayor of Lalibertad; Ms. Florence Baesa and the Dumaguete Press Club; Hon. Liland Zoila B. Estacion, Provincial Board Member  of Negros Oriental; Hon. Jimmy Jaime Clerigo, Mayor of Canlaon City; Hon. Ernie T. Uy, Mayor of Mabinay represented by Mr. Dindo Amorganda; Hon. Emmanuel Iway, Vice-Mayor of Lalibertad; P/Supt Carlos P. Lacuesta, COP Guihulngan City, Mrs Marit S Remonde, Representative, Cerge M Remonde Foundation, Mr. Simplecio V. This year’s anniversary celebration was marked by a series of people- oriented activities.

It started with the reunion of Lapu-Lapu Troopers retirees last September 17 in Canlaon City.

Last November 19, a “Bayanihan Medical Mission and Civic Action” was held at Brgy. Mckinley Elementary School in cooperation with various agencies and civil society organizations. A total of 1, 055 residents availed of free services such as medical consultation and check- up, circumcision, medicines, legal assistance, veterinary services and others.

A blood- letting activity was also simultaneously held which was facilitated by members of the Philippine National Red Cross (PNRC).

The battalion opened its sports fest last November 21 highlighted by basketball exhibition games with the Philippine National Police Office of Guihulngan City, LGU of Canlaon City and 302Bde of the Philippine Army.

On November 23, the battalion gave away gifts to residents of the same barangay. A total of 101 residents received slippers, toys, school supplies and grocery items from 11th IB soldiers.

One of the highlights of this year’s celebration was the mass wedding of five soldiers of the battalion officiated by Rev. Fr. Captain Domingo Labrilla, the 3ID Chaplain last November 25. It was followed by parlor games for children in the afternoon and the “Ladies Night” and “Search for Mister and Miss Little Lapu-Lapu” in the evening.(By: 1LT Von Ryan T Gomez)
